Losing Documents or Luggage at a Vietnamese Airport
Travel SupportLosing personal documents or luggage at the airport is an undesirable experience that can cause significant trouble. However, by staying calm and following the correct procedures, you can minimize the hassle and increase the chances of recovering your property. Below is a detailed guide on what to do in specific situations at airports in Vietnam.
I. When You Lose Personal Identification Documents
Losing personal documents such as a Citizen Identity Card (CCCD), National ID Card (CMND), or Passport can directly affect your ability to take your flight. Take immediate action by following these steps:
1. Stay Calm and Double-Check Thoroughly:
-
Check all your bags, wallets, backpacks, and personal belongings again carefully.
-
Try to recall the last time and place you saw or used the document (e.g., check-in counter, security screening area, waiting lounge).
2. Report Immediately to Airport Authorities:
-
Airport Security: Go to the nearest Aviation Security counter to report the incident. They will assist you in re-checking the areas you passed through and may be able to help by reviewing security camera footage.
-
Airport Police Station: Most major airports have a police station. Go there to report the loss of your documents. This provides you with an initial confirmation that you have reported the loss.
3. Solutions to Continue Your Journey (for Domestic Flights):
If you cannot find your documents, you may still be able to fly with a "Personal Identification Certificate".
-
Procedure to obtain a Personal Identification Certificate:
-
Eligibility: Vietnamese citizens aged 14 and older.
-
-
Issuing Authority: The police department of the ward or commune where you are registered as a resident.
-
Required Documents:
-
| #1 | An application form for the Personal Identification Certificate (available form). |
| #2 |
A 4x6 cm photo (recently taken, white background). |
| #3 | Các giấy tờ khác để chứng minh nhân thân (nếu có) như: Sổ hộ khẩu, Giấy khai sinh, các loại thẻ, bằng lái xe khác có ảnh |
Note: The Personal Identification Certificate is valid for only 30 days from the date of issue and is exclusively for domestic air travel. The certificate must have a photo with an overlapping official stamp from the issuing police authority.
Using the VNeID Account: According to new regulations, passengers can use their Level 2 electronic identification account (VNeID) for domestic flight check-in as a substitute for a physical Citizen Identity Card. Ensure your account is activated and functional.
4. For International Flights (Lost Passport):
-
You will not be able to take an international flight if you have lost your passport.
-
What to do:
- Report to the Airport Police Station immediately to get a confirmation of loss.

2. Contact the Embassy or Consulate of your country of citizenship immediately for guidance and to be issued a travel document or a temporary passport. Each diplomatic mission will have its own procedures and required documents.
II. When You Lose Luggage
Luggage can be lost in various areas: checked baggage not appearing on the carousel, or carry-on luggage left behind somewhere in the terminal.
A. For Checked Luggage
If you cannot find your luggage on the baggage claim carousel, follow these steps:
1. Stay Calm and Wait:
Sometimes, your luggage may arrive later than expected or be sent to a different carousel. Be patient and wait until the last piece of luggage from your flight has been delivered.
2. Go Immediately to the "Lost and Found" Counter:
-
Location: This counter is usually located right in the baggage claim area. Each airline or ground handling company will have its own counter. Find the one for the airline you flew with.
-
Staff Assistance: Inform the staff at the counter immediately about your missing luggage.
3. File a "Property Irregularity Report" (PIR):
-
You will be asked to fill out a PIR form. This is the most crucial document for tracking and claiming your lost luggage.
-
Information to Provide:
-
Full name, contact information (phone number, email, address).
-
Flight number and route.
-
Baggage Tag Number: This is extremely important. It's the barcode strip that the check-in staff attached to your boarding pass or passport cover.
-
A detailed description of the luggage: color, size, shape, brand, and any other distinguishing features (scratches, stickers, etc.).
-
A preliminary list of valuable items inside (if requested).
-
Once completed, you will receive a copy of the PIR with a file reference number (e.g., SGNVN12345). Keep this number safe.
4. Tracking and Updates:
-
Online Tracking: Most major airlines use the global baggage tracing system, WorldTracer. You can use your PIR file reference number to track the status of your luggage on the airline's website or directly on the WorldTracer site.
-
Stay in Touch: The airline will contact you as soon as your luggage is found to confirm your address and arrange for its delivery.

B. For Luggage/Property Left Behind in the Terminal
If you leave your carry-on luggage or personal belongings at the security area, waiting lounge, or on the aircraft:
1. Report Immediately to Airport Security or Airline Staff:
-
If you are still in the sterile area, report immediately to airline staff or the nearest security officer.
-
If you have already left the airport, contact the airport's Lost and Found office (contact information above).
2. Provide Detailed Information:
-
A detailed description of the forgotten item.
-
The location and time you believe you left it.
-
Your flight information.
Found items are usually collected at the airport's Lost and Found office. You can contact them directly or check the airport's website (if available) to reclaim your property.
III. Helpful Tips
-
Mark Your Luggage: Use a brightly colored suitcase, attach a name tag (clearly stating your full name, phone number, email), tie a distinctive ribbon, or apply a special sticker to make it easy to identify and avoid mix-ups.
-
Photograph Your Luggage: Take photos of both the outside and inside of your checked baggage before your trip. This will be useful evidence when you need to describe it to airport staff.
-
Keep Your Baggage Tag Stub: Always keep your baggage claim stub until you have collected all your luggage.
-
Do Not Pack Valuables in Checked Luggage: Items such as cash, jewelry, electronic devices, important documents, and medication should always be kept in your carry-on bag.
-
Purchase Travel Insurance: Consider buying travel insurance that includes coverage for lost or delayed luggage to minimize financial losses.
